Norway, although it has a small population compared to most of the world, has a larger population when compared to some gulf countries, notably Qatar and Kuwait. As well, using that logic, you could say that nearly all of these countries are on here for low population but high oil production, seeing as none of them except Saudi Arabia and Canada have a population higher than 30 million or so.
